Notice Regarding the Completion Environmental Protection Acceptance of the “Zhejiang Silica New Energy Co., Ltd. Annual Production of 200,000 Sets of Semiconductor Supporting Quartz Project”

Zhejiang Silica New Energy Co., Ltd. was established in February 2022 as a company specializing in the manufacturing of quartz products. Located at No. 7 Yansan Road, Jiuguan Subdistrict, Nanxun District, Huzhou City, Zhejiang Province, the enterprise currently employs 150 staff members. Production operates on a single daytime shift (8 hours) with an annual operating schedule of 300 days.

In March 2024, Zhejiang Silica New Energy Co., Ltd. invested a total of 120.4809 million yuan, including 100.4809 million yuan in fixed assets. The company leased approximately 46,885 square meters of factory space from Huzhou Hanwei Auto Parts Co., Ltd. and purchased advanced equipment such as automatic slotting machines, cutting machines, waterjet cutters, grinding machines, sandblasting machines, and other advanced equipment. The company primarily engages in the production and sale of quartz products, achieving an annual production capacity of 200,000 sets of semiconductor-grade quartz components.

In March 2024, the company commissioned China Coal Technology & Engineering Group Hangzhou Research Institute Co., Ltd. to prepare the Environmental Impact Report Form for the “Zhejiang Silica New Energy Co., Ltd. Annual Production of 200,000 Sets of Semiconductor-Supporting Quartz Project.” This report passed the review by the Nanxun Branch of Huzhou Municipal Ecology and Environment Bureau on April 11, 2024 (Approval Document No.: Huxun Huanjian [2024] No. 17).

The enterprise obtained the Fixed Pollution Source Emission Registration Receipt on August 28, 2024 (Registration No.: 91330503MA7J6XCA8D001Z).

Construction commenced in May 2024 and was completed in September 2024. Environmental protection facilities were finalized in October 2024, entered trial operation in November 2024, underwent environmental protection facility commissioning from November 1 to November 20, 2024, and published the environmental protection facility completion announcement on October 20, 2024, and the environmental protection facility commissioning announcement on November 1, 2024.

In accordance with regulations governing environmental acceptance inspections for completed construction projects, Zhejiang Silica New Energy Co., Ltd. initiated the acceptance process in early December 2024. The scope of acceptance covered the annual production of 200,000 sets of semiconductor-grade quartz. Following relevant acceptance monitoring regulations, on-site acceptance monitoring was conducted by Nais Testing Technology Services (Huzhou) Co., Ltd. on December 17 and 18, 2024. Based on the acceptance monitoring results, national standards, and the project's implementation of environmental impact assessment approvals and recommendations, as well as the construction and operation of environmental protection facilities, our unit compiled the “Environmental Protection Acceptance Monitoring Report for the Completion of Zhejiang Silica New Energy Co., Ltd.'s Annual Production of 200,000 Sets of Semiconductor-Grade Quartz Project.” On January 24, 2025, an environmental protection acceptance meeting for the project was convened. Based on the acceptance panel's review, the project passed the environmental protection completion acceptance.

This acceptance report was compiled based on the acceptance monitoring results, relevant national standards, specifications, and requirements, incorporating acceptance opinions and the company's information disclosure.
